General Description

Under the direction of the Director of Finance, provide technical direction, assistance and system oversight of the division’s finance systems and operations. Provides complex and specialized support services to all functional areas. The employee must exercise considerable initiative, independent judgment, and discretion in planning work, executing and revising procedures, and maintaining staff services. Provides advanced specialized professional level systems analysis and design. Develops systems, programs and methods for electronic data transfer. Based on analysis of systems and user requirements, recommends long-range system needs and procedures to streamline system interfaces and ensure data integrity. Trains and assists staff in analyzing data dependencies and in the use of specific databases. Works collaboratively with all management level staff to design, develop, implement and maintain all system tables and processes.

Essential Job Functions

  • Assists all functional area Managers as required with existing and new procedures in compliance with division and state regulations.

  • Develops, designs and documents a data management system to facilitate internal and external reporting needs. Evaluates policies and procedures to support data interfaces and transfers between internal and external systems with a focus on efficiency and data integrity.

  • Coaches staff through analyzing data table relationships and recommends improvements to make data more useful to the end user. Trains staff in the use of specific databases; analyzes and monitors resulting information.

  • Monitors, measures and analyzes the performance of interfaces between major systems, servers and the presentation and use of financial data. In collaboration with the functional area Manager and based on analysis of systems and user requirements, recommends long-range system needs and methods to streamline systems.

  • Maintains and modifies system designs and documentation for data management and reporting systems.
  • Will be asked to lead system upgrades, modification and on-going maintenance. Ensures all related information and records are maintained in accordance with statutory requirements.

  • Continually reviews and analyzes current procedures in order to recommend and implement administrative policies and procedures to maintain best-practice operations.

  • Collaborates with the functional area Manager (county and Schools) to develop ad hoc reports necessary for stakeholder requests.

  • Serves as an expert of the school division’s financial systems to lead in the resolution of operating issues, set up new entities, testing enhancements of system functionality and preservation of general ledger interfaces with regard to software vendor updates.

  • Performs other related duties as assigned.

Qualifications

Considerable knowledge of business principles and compliance requirements as they relate to public administration and government operations. Technical capacity in stand-alone and integrated software applications of network systems, Web based applications and multiple interfaces with relational data systems. Demonstrated ability to develop systems and write programs; to perform complex analysis of large relational databases and to develop and present recommendations; to communicate and collaborate effectively with technical and non-technical personnel and to organize work and meet deadlines. The employee needs to be highly proficient in both Microsoft and Google platforms with an emphasis on Excel and Google Sheets.

Requirements

Bachelor's degree in business or public administration, accounting, finance or a related field; two years of experience in providing professional-level administrative, analytical and/or operational support in the assigned area of responsibility. An equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education.
