Culmen International, LLC is hiring a Business Process/Requirements Analyst to work in support of the Department of Homeland Security’s (DHS) Cybersecurity and Infrastructure Security Agency’s (CISA) Cybersecurity Division (CSD).
CSD leads efforts to protect the federal domain of civilian government networks and to collaborate with the private sector domain to increase the security of critical networks. CSD’s mission is to improve cybersecurity for the federal civilian government and other partners by facilitating the integration of various cybersecurity technologies, products, and services. To meet this mission need, CSD is organized into Program Management Offices (PMO) to support, design, develop, deploy, and sustain cybersecurity capabilities. This position supports the Investment and Contracts Management (I&CM) Branch.
Role and responsibilities include:
- Identify, document and analyze current business objectives, operational requirements, and technical business processes to recommend areas for improvement or efficiencies.
- Translate business processes into well written proposed solutions.
- Liaison between IT Department and Government client
- Evaluate effectiveness of active process improvement initiatives and make recommendations.
- Communicate with personnel at all levels to evaluate key performance measures.
- Create process plans that contain project goals, milestones, and resources, and communicate the updates to the client on a weekly basis
- Gather critical information from meetings with various stakeholders and produce reports.
- Prioritize initiatives based on business needs and requirements.
- Lead ongoing reviews of business processes and develop optimization strategies.
- Effectively communicate with cross-functional team members and management.
- May be required to manage multiple on-going projects at one time.
Requirements include:
U.S. citizenship.
- 10+ years (Master’s Degree) or 15+ years (Bachelor’s Degree) of relevant experience to serve as a reliable and detailed-oriented business process analyst supporting the review and assessment of current organizational processes for a highly technical organization.
- Strong written and verbal communication skills.
- Background in federal cost, budgeting, acquisitions, and contract management is a plus.
- Demonstrated experience in business modeling, business process design and facilitation, analysis, and evaluation techniques.
- Proficiency in Visio, Snipping Tool and Adobe Acrobat will be helpful.
- Industry-accepted professional certifications (i.e. Entry Certificate in Business Analysis [ECBA], Certified Business Analysis Professional [CBAP], Certificate of Capability in Business Analysis [CCBA], PMI Professional in Business Analysis [PMI-PBA], etc.) or equivalent job-related experience.
- Related MA/MS degree, or Bachelor’s Degree with 15 years of relevant experience
- Advanced proficiency in Microsoft Office suite tools:
- Word
- Proficiency creating manuals and SOPs that contain table of contents, referenced by hyperlinks to sections in pages of the complete manual text.
- Extensive knowledge of tracking changes, comments and Inserting objects (images or any other media) within text.
- Document conversion
- Excel
- Excellent command of spreadsheets, Formatting, and all other basic skills associated with Excel.
- PowerPoint
- Very strong knowledge of creating presentations with all types of images, animations inserting graphics and other types of objects.
- Creating screenshots from multiple applications or desktop screenshots to edit or format in Paint or Snipping Tool or any other software to use as part of presentations.
- Outlook
- Extensive knowledge of all areas on emails: categories, flags, archiving, searching, attachments (downloaded cloud files vs downloaded copies), rules, etc.
- Extensive knowledge with calendar, creating events, recurrence, multi-personnel events via Teams and ensuring availability.
- Tasks, Notes, and triggering emails from calendar.
- Access
- Strong understanding of basic Access user operations:
- Receiving zip files via email with .accdb files
- Extracting files, opening databases and enabling content
- Normal Access user operations thereon after

Excellent command off of Windows PC VPN connections to a network as well as mapping network locations and keeping track of versions for multiple documents of different extensions (docx,xlsw,pptx,accdb,zip,etc.)
