Summary

King County District Court ProfileKCDC is the largest and most technologically advanced Court of Limited Jurisdiction in the State of Washington. It currently processes approximately 200,000 matters per year with 25 elected judges and roughly 260 employees at 8 courthouse locations. The Court is a leader in many areas involving public safety and access to justice, including the use of problem-solving courts, jail-alternative programs, technology- and judge-managed probation services. Twelve cities contract with King County for court services provided by KCDC.
Position Summary
We are looking to fill one Business Analyst position. The purpose of this position is to improve and support King County District Court's recently deployed Case and Probation Management systems, and any other current or future system that will be deployed by the court. The ideal candidate will work with the case management team to conduct analysis of existing business processes and tools, help improve and support our current systems, and help build a future-state model in support of business needs. In addition, this position may identify and implement continuous improvement processes in the efficient use of data assets. The perfect candidate would have technical expertise on customizing COTS (commercial of-the-shelf) Court Management systems. The Business Analyst will work closely with the Office of the Presiding Judge, Chief Administrative Officer, IT Services Delivery Director, and internal customers.

Job Duties

  • Analyze and design system functionality. Gather, define, map, refine, and translate complex system requirements into functional specifications. Document findings and specifications, design system interfaces, and develop system integration test plans; propose efficiencies and business process improvement.
  • Deploy technical specification based on functional designs or users’ needs into the production environment by configuring accordingly, and if necessarily performing basic programing on the system
  • Monitor system functionality. Troubleshoot, track, resolve and document significant system problems and issues requiring advanced business understanding. Act as business and technical expert in solving referring issues from less experienced staff.
  • Design and test IT systems. Develop and test data models, application modifications, reports, and other related application functions. Analyze and test proposed system interfaces, enhancements, and upgrades prior to deployment.
  • Establish change management processes. Facilitate complex system changes; identify, analyze, and prioritize system change requests; assess potential system-wide impacts of proposed module configuration changes.
  • Prepare system documentation and, complex technical analysis, and flow documentation, conduct gap and cost/benefit analysis; conduct conceptual review working closely with IT management in the development of these materials.
  • Lead and facilitate project teams. Prepare and update project plans. Facilitate and lead strategic planning and process improvement teams in support of systems and participate as a key member on upgrade or new system acquisition team. Potentially participate in vendor management and package selection utilizing expertise in functional analysis.
  • Identify and evaluate potential solutions for existing and emerging business and information technology needs for the Court.

Experience, Qualifications, Knowledge, Skills

  • Advanced knowledge and understanding of business systems and practices, business system integration and design, workflow analysis and process re-engineering.
  • Ability to provide detailed analysis of new features/enhancements in response to business requirements changes, conduct impact analysis, and specify functional and data changes required to meet new business requirements.
  • Expertise configuring COTS systems by modifying and adding new workflows, business rules, data mapping, user interfaces, and others.
  • Ability to use business, technology, and application domain subject matter expertise to analyze and translate business requirements into technical system specifications and data specifications and been able to implement them.
  • Ability to create and maintain use cases, site maps, navigation models, technical specification, user interface specification, screen mock-ups/wire frames, release notes, and other system documentation as required.
  • A demonstrated high-level of proficiency and technical understanding of IT applications and systems life cycle.
  • Ability to facilitate discussions and give presentations/demonstrations at all levels of an organization, bridging non-technical and technical groups.
  • Skill in using common desktop workflow tool, including but not limited to Microsoft Office Suite: Excel, Power Point, Visio, and Word.
  • Skill in handling multiple competing priorities and producing quality detailed work within tight time frames.

  • ANY combination of education and experience that demonstrates the ability to perform the Business Analyst duties and deliverables.

Desirable Qualifications:
  • Public sector or court system environment experience.
  • Having experience creating ad-hoc reports using MS SQL and tools such as SSRS or Tableau.
  • Business Analysis certification from IIBA, or similar organization, and/or Project Management Certification such as PMP or Six Sigma.
  • An understanding of project management methodologies and tools accompanied with creativity and innovative thinking to find solutions to complex problems that balance short and long-term objectives.

  • Work schedule: Regular, working a 40-hour workweek. Responsibilities occasionally may require overtime in order to meet deadlines. After hours, on-call support is required.
