Job Summary

Provide leadership for developing and monitoring fiscal and personnel management and reporting systems for the UMass Extension Nutrition Education Program with flexibility to exercise judgment and make decisions with minimal supervision. Responsible for developing and maintaining financial records for the expenditure of unit federal, state, contract, trust and gift funds including database development and integration with the university systems. Prepare budgets, fiscal projections and related reports, in compliance with program, university, state, and federal regulations, policies and procedures. Identify and adopt financial management procedures as appropriate within resource limits. Serve as internal resource for program and project leaders in budget/financial and personnel matters. Coordinate communication between local unit offices and business functions of the University (Research Affairs (OPAS & OPAM), Controller’s Office, Procurement, Human Resources, etc.). Coordinate personnel actions (searches, hiring, promotions, terminations, etc.) and serve as a resource for statewide staff for personnel issues as they relate to adherence to labor contract regulations.


Essential Functions

  • Prepare budgets, fiscal projections and related reports in compliance with program, university, state and federal regulations, policies and procedures.
  • Serve as a resource to SNAP-Ed & EFNEP Leader, Nutrition Education Program Director and project leaders in budget development, personnel issues and compliance with university, state and federal regulations.
  • Initiate fiscal procedures development and fiscal management efforts on behalf of the program.
  • Stay up-to-date with university financial and personnel systems. Provide leadership for developing and monitoring NEP fiscal management and reporting systems and integration with university systems.
  • Develop, monitor and maintain financial records and services for NEP. Supervise clerk providing bookkeeping support.
  • Coordinate with the Office of Research Affairs and University Controllers office to adhere to reporting and accounting standards.
  • Consult with university officials (Labor Relations, Unions, Human Resources) to clarify university policies regarding personnel issues. Relay this information to professional supervisory staff and assist with the implementation of the policy unit-wide.
  • Initiate and supervise the preparation of all personnel paperwork for student employees (graduate and undergraduate) and staff in compliance with university policy for NEP. Track personnel appointments and initiate appropriate actions to manage the Nutrition Education Program staff.
  • Initiate search procedures. Assist search chairs with adherence to search protocols. Serve on NEP search committees for State office and Project Leader positions.

Work in partnership with colleagues within the CNS community and across the campus to support the Dean’s strategic priorities.
  • Perform other duties as assigned in support of the mission and goals of the College of Natural Sciences.

Minimum Qualifications (Knowledge, Skills, Abilities, Education, Experience, Certifications, Licensure)

  • Bachelor's degree and one (1) year of experience in budget development and personnel management.
  • Proven financial management skills.
  • Demonstrated knowledge of spreadsheet applications. Working knowledge of database applications.
  • Ability to analyze financial data and report findings.
  • Demonstrated understanding of grant and contract regulations for budget development.
  • Demonstrated experience with hiring.
  • Proven communication skills needed to work well with many facets of the university administrative community to facilitate financial and personnel operations. Experience working with confidential or sensitive issues.
  • Ability to work independently to organize multiple tasks and set priorities for action in a fast-paced office environment.
  • Excellent interpersonal skills and ability to interact effectively and work productively in establishing and maintaining harmonious working relationships with a diverse population of faculty, staff and students.
  • Ability to organize and prioritize goals; ability to collaborate well to formulate plans and objectives in accordance with overall college goals; ability to identify and implement process improvements.
  • Ability to manage multiple projects simultaneously and to set and meet deadlines while maintaining high standards of accuracy and quality.
