JOB SUMMARY:
The Billing Specialist will be responsible for supporting the analytical, sub-systems and reporting needs of all activity related to billing and revenue recognition for the Corporation and accounts receivable management. The incumbent will also be required to assist in administering the accounting, reporting and billing of reimbursable costs for various agreements with government agencies, railroad agencies, and individuals and companies. Responsibilities include interfacing with field personnel and headquarters in identifying charges and contractual requirements to ensure accurate reporting of costs and, with billable parties to ensure timely collection of outstanding receivables. The incumbent will also be responsible for reducing unbilled receivables by coordinating with Engineering department seeking clarifications to provide additional revenue for Amtrak. The incumbent will be engaged in the consolidation of the current disparate AR systems to SAP as well as being involved in the implementation of the integrated financial systems.

ESSENTIAL FUNCTIONS:

  • Accumulate, analyze and ensure the accuracy of general ledger activities and account balances in relation to billing area of responsibility.
  • Prepare monthly invoices accurately and with proper back up support documents.
  • Coordinate draft invoice review meetings (where needed) with customers and Amtrak engineering representatives and to ensure implementation of decisions taken in such meetings.
  • Ensure monthly account closing is done on the scheduled fifth working day of the following month as it relates to the assigned area of responsibility.
  • Monitor, evaluate and coordinate the resolution of invoice and contract disputes as documented by customers to ensure prompt payment.
  • Effectively manage customer advance payments and reconciliation of advance versus actual.
  • Ensure reliability and accuracy of accounts receivable information recorded into the Financial Information System (FIS) to ensure accurate closing of monthly accounts.
  • Interface with various Amtrak departments, especially Engineering, Planning and Legal, to review status and compliance with contracts.
  • Coordinate project funding and interpret contract language in order to expedite payments.
  • Provide customer services and resolve customer problems.
  • Provide information, as needed, to various agencies and external and internal auditors that review and audit Amtrak’s reimbursable and capital receivable accounting functions.
  • Support reporting needs of the department, specifically for labor. Reconcile and load labor on weekly basis for reimbursable project functions.
  • Maintain labor and revenue applications as needed.
  • Provide rates and report group tables for management time distribution report (TDR) as needed.
  • Analyze user issues and forward problems to AT\Help Desk. Interface with AT on equipment needs, including CSR’s, maintain hardware PC, laptops, printers, etc.
  • Work with engineering on improving handling of equipment rates, processes and applications and maintain in house vehicle and equipment data.



MINIMUM QUALIFICATIONS:

  • 0 to 3 years of relevant accounting, finance, or other business experience.
  • Undergraduate degree in Accounting, Finance or Business Administration and knowledge of contemporary business concepts or equivalent work experience.
  • Frequently learns new tasks, both complex and simple, in order to maintain effectiveness in position.


MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES:

  • Strong oral and written communication skills with proven ability to effectively interface with individuals at various levels within and outside the organization sufficient to exchange information, work cooperatively, facilitate understanding, and persuade and influence others.
  • Proficiency with accounting systems and with Microsoft Excel, Word, Power Point and Access.


PREFERRED EXPERIENCE, EDUCATION, OR QUALIFICATIONS:

  • 3 to 5 years of relevant accounting, finance, or other business experience.
  • CPA certification.
  • MBA or equivalent advanced degree.
  • Transportation industry experience.
  • Knowledge/skill in the utilization of FIS minus, PCM, Work Element Explorer, FIS, FIS+, Fingate, and SAP.


WORK ENVIRONMENT:

  • Works in a fast-paced environment with frequently changing priorities.
  • Travel 10% - 15%.
