Best Starts for Kids (BSK) is a King County initiative to improve the health and well–being of residents by investing in promotion, prevention, and early intervention for children, youth, families, and communities (www.kingcounty.gov/beststarts). One of Best Starts’ key focus areas is Investing Early in children ages 0-5, which includes a variety of strategies such as workforce development, developmental screenings, Early Support for Infants and Toddlers (ESIT), and system building for infant/early childhood mental health.
This posting will fill two Workforce Development Lead, PPM III positions.

The Workforce Development Leads are responsible for planning and implementing the Workforce Development strategy within Best Starts for Kids. These positions report to the Early Childhood Team Lead within the Developmental Disabilities and Early Childhood Supports (DDECS) Division. They will work closely with team members who lead or coordinate related strategies, and will be part of the Best Starts for Kids implementation effort, in alignment with staff from the Department of Community and Human Services (DCHS) and Public Health – Seattle & King County.

WORK SCHEDULE/CONDITIONS: These positions are scheduled to work 40 hours per week, typically 8:00 a.m. – 5:00 p.m., Monday through Friday, and are exempt from the provisions of the Fair Labor Standards Act, and are not eligible for overtime. Flexibility may be required for occasional evening or weekend hours or travel. These positions will require telework.

Teleworking Requirement
The work associated with these positions will be performed predominantly by teleworking, complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. King County is doing its part to reduce the spread of COVID-19 and remains committed to reducing our carbon footprint.

Job Duties

  • Lead the implementation of the Best Starts for Kids' Prenatal to Five (P-5) Workforce Development strategy area in coordination with other BSK program managers to design a professional development system for providers working with children ages prenatal to Five across systems, county-wide, with learning opportunities focused on equity, infant and early childhood mental health, healthy child development.
  • Lead continuous improvement and professional development efforts with and for prenatal to age five providers, families, and community partners.
  • Assist, design, and provide capacity-building for training consultants, developing and enhancing curriculum, professional development plans, and training facilitation in alignment with Best Starts values and priorities areas of equity, healthy child development, and infant and early childhood mental health.
  • Manage large-scale budgeting for contracts (planning, calculation, presentation and documentation of information). Create materials/presentations for sharing budget-related information to appropriate audiences.
  • Coordinate and manage evaluation-related activities with contractors and internal BSK Performance Measurement and Evaluation (PME) team. Coordinate and manage evaluation-related activities with contractors and internal BSK PME team.
  • Provide guidance and leadership for several Workforce Collaboratives, each with unique and varying needs receiving training at different cadences, but usually monthly. All activities done with BSK values thoughtfully considered, systematically. operationalized, practiced, and documented, leading with racial equity and social justice
  • Support Post Large-Group Training Support opportunity monthly, all activities are done with BSK values thoughtfully considered, systematically operationalized, practiced, and documented, leading with racial equity and social justice.

Experience, Qualifications, Knowledge, Skills

  • Deep knowledge of equity and social justice principles and practices, and an understanding of the effects of place, race and policy and systems-based inequities on marginalized communities and populations.
  • Collaborate with a dynamic, multilingual, culturally diverse work team focused on family-centered, strengths-based practices, data-informed innovation, cross-systems partnerships, trauma recovery and resilience, aligned with King County’s Equity and Social Justice (ESJ) Plan.
  • A combination of at least three years of education and experience within adult learning, systems design, social services, early childhood development, early intervention, health care, human resources or a related field, with at least 2 years leading a project or program.
  • Ability to identify intersecting issues, challenges, and opportunities for collaboration across internal and external partners, including strategies to promote equity.
  • Demonstrated skill in planning, evaluating and managing a budget.
  • Ability to provide engaging trainings and/or technical assistance with diverse groups using adult learning approaches.
  • Valid Washington State Driver’s License or ability to travel throughout the County in a timely manner.

Desired Experience, Qualifications, Knowledge & Skills

  • Experience with planning, implementing and improving professional development systems and/or recruiting, hiring and retaining a diverse workforce.
  • Experience with evidenced-based practice for P-5 infants and toddlers with delays and disabilities, and familiarity with related child and family service systems.
  • Experience effectively supporting home cultures and languages of children and families, as well as bicultural and/or bilingual skills are preferred.
