Description of Job

This position is located in the Division of Gaming and provide audit assistance to the Audit Manager/Chief Auditor in completing revenue audits and conducting all aspects of compliance reviews of licensees including the tax return filings and maintenance of the system.


Tax Filings & System Maintenance:

  • Monitor filing of monthly tax returns; analyze returns for reasonableness; ensure the returns are filed timely; ensure correct tax is calculated and paid; contact licensees regarding discrepancies; research and resolve tax problems; establish procedures to detect and track if a taxpayer is delinquent or has not filed a return.
  • Responsible for interviewing, gathering data, and analyzing the information obtained in order to detect and discover problems or noncompliance with rule, regulations and Internal Control Minimum Procedures (ICMP)

Statistical Analysis & Forecasting:

  • Design new metrics and utilize existing tools to prepare, analyze and forecast revenue trends for Limited Gaming, Sports Betting, Fantasy Sports or any other revenue program the Division of Gaming regulates. Develop and utilize various statistical forecasting norms and business intelligence to evaluate revenue and forecast patterns.
  • Analyze and interpret revenue data to determine potential areas of weakness and/or fraudulent activity between licensed operators and compare against other similar markets for performance optimization, fairness and integrity.
  • Prepare and provide summaries and reports of analysis, forecasts and methodologies to the Audit Manager & Chief Auditor for review.
Audits:
  • Performs audits of licensees, including revenue, compliance and tax return audits.
  • Perform audit steps as outlined in the audit programs.
  • This includes interviewing, gathering data, and analyzing the information obtained in order to detect and discover problems or noncompliance with rules, regulations, and Internal Control Minimum Procedures.

MINIMUM QUALIFICATIONS:

Education and Experience:

Bachelor's degree from an accredited institution in Business Administration, Accounting, Auditing, Finance or a closely related field as determined by the Department.

Two years of professional experience full-time auditing experience directly related to the work assignment.

Substitutions:

Additional appropriate experience Professional Auditing will substitute for the degree requirement on a year-for-year basis.

Additional appropriate education in Business Administration, Accounting, Auditing or Finance will substitute for the required experience on a year-for-year basis.

  • Current, valid licensure as a CPA from the Colorado Board of Accountancy or current, valid CIA certificate will substitute for the degree requirement and one year of the required experience.


Preferred Qualifications:

  • Excellent communication skills (verbal and written), sound judgment, analytical/problem solving skills, effective team leadership and customer service
  • CPA, CIA, CISA or CFE designation
  • Professional auditing experience in a regulatory environment
  • Proven ability to work independently and accept supervision
  • Proven success organizing and tracking workload
  • Experience with TeamMate audit management software
  • Experience with Google Suite products (e.g., Gmail, Google Sheets, Google Slides,
    Google Doc, etc.)

Conditions of Employment with the Colorado Department of Revenue:
1. As a condition of employment with the Colorado Department of Revenue, a requirement exists that all personnel timely file all necessary Colorado Individual Income Tax (CIIT) returns and timely pay tax obligations. As such, all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy.

2. Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty, integrity, and public confidence. All job finalists require successful completion of a background investigation and reference check prior to appointment. Background checks may include national criminal, financial, traffic, civil, education, and/or experience checks or any other checks related to the job assignment. Fingerprint background checks and pre-employment drug testing may also be required for some positions.

Effective September 15, 2021, employees will be required to attest to and verify that they are fully vaccinated for COVID-19, or, submit to twice-weekly serial testing.
