Overview:GENERAL SUMMARY OF POSITION:The UMMS Revenue Operations Program is a newly created organization charged with consolidating and centralizing revenue functions for all of the Health and Human Service agencies under the umbrella of the Executive Office of Health and Human Services (EOHHS). The goals of the Revenue Operations Program are to maximize revenue for the Commonwealth and to coordinate revenue resources to insure that the Commonwealth is the payor of last resort.
The Revenue Operations Assistant Director is responsible to direct, manage, plan and provide leadership to a large revenue operations unit that spreads over two or more EOHHS agencies. The Revenue Operations Assistant Director must have a working knowledge of the EOHHS health and human service programs and the rules that govern the revenue of those programs. The Assistant Director must provide the strong communication skills to lead the vision of newly formed revenue operations unit and the centralization and redesign of revenue at EOHHS. The Assistant Director must have the ability to accomplish work objectives where few precedents or guidelines are available. The position requires flexibility in thinking skills and the drive for improvement.
This position is funded through an Interagency Service Agreement (ISA) with the Executive Office of Health and Human Services and is located in Boston with moderate travel to the UMMS Worcester campus required.
Responsibilities:MAJOR RESPONSIBILITIES:- Directs, leads and manages between 1-3 billion dollars in revenue for EOHHS agencies.
- Lead revenue staff and management in the vision to create a centralized revenue function across EOHHS agencies.
- Determines program/project priorities by analyzing all issues and information regarding the impact of proposed policy on operations and determining the resources necessary to increase the efficiency and effectiveness of operations.
- Provide leadership and guidance to solve revenue related conflicts and problems.
- Provides supervision to a diverse staff and insures that staff are trained and have the tools to perform their revenue jobs efficiently.
- Prepare annual goals and objectives for the respective area of revenue responsibility.
- Prepare budgets for operation area of responsibility.
- Implement programs and new policies as determined by the EOHHS and the Revenue Operations Director. Prepares annual revenue goals and program objectives for area of responsibility.
- Evaluates the efficiency of operations by reviewing reports and information from staffing order to determine what improvements are needed.
- Ability to work on a professional level with EOHHS and other government agencies.
Qualifications:REQUIRED QUALIFICATIONS:- Master’s degree in Business Administration, Finance, Public Administration, Health Care Administration, or related field, and at least 5 years experience in fiscal management, finance, public administration or health care.
- Proven skills in financial management, or operational management.
- Thorough knowledge of funding and revenue sources for health and human service programs.
- Thorough knowledge of the federal and Massachusetts state regulations associated with the federal entitlement programs, federal claiming and reimbursement and block grant programs.
- Experience with contract development and management.
- Strong management and leadership skills.
- Superior oral and written communications skills, with strong public speaking ability.
- OR Bachelor’s degree in Business Administration, Finance, Public Administration or Health Care Administration and at least 9 experience in fiscal management, finance, public administration or health care.
Additional Information: Travel to meetings and for supervision required. This position supervises staff who perform revenue work for the Deparments of Mental and Public Health, Holyoke and Chelsea Soldier's Homes. Home site of this position is flexible. We have several sites across the Commonwealth and will not require the AD to be located in Charlestown if their home is closer to another of our sites.
