Under the general direction of the Payroll Manager, this position is responsible for: planning, administering, and implementing major projects of a large, varied and complex nature; providing professional assistance to management on payroll matters; coordinating assigned activities with other Municipal Transportation Agency (MTA) divisions, City departments and outside agencies; and providing highly responsible and complex administrative support to the Payroll Manager, and when required, the Human Resources Director. Incumbent will be responsible for: interpreting, coordinating, documenting, and enforcing provisions of MOU’s; revising existing methods and procedures; developing new procedures and techniques to improve Payroll operations; making regular responsible contacts with departmental personnel, to explain and interpret special procedures and regulations on Payroll operations and related matters; training Payroll staff specialists and timekeepers in the preparation, review and maintenance of a variety of complex payroll, personnel and related records and reports and time entry and Payroll systems; investigating, reporting, and preparing recommendations on the use of new technology to enhance the processes of Payroll.

APPOINTMENT TYPE:
Permanent Exempt, Full Time appointment – This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer.

Annual Salary: $116,116.00 - $148,252.00 annually

EXAMPLES OF IMPORTANT DUTIES:

  • This position will have supervisory responsibility. The Assistant Payroll Manager will manage/supervise a number of Payroll staff specialists, Payroll supervisors and timekeepers of clerical, maintenance, and/or technical employees. In the absence of the SFMTA Payroll Manager or otherwise delegated by the Payroll Manager, the Assistant Payroll Manager will act, supervise, attend meetings, take ownership and make decisions.
  • Monitors and evaluates the activities of staff and/or monitors the work of consultants and contractors working for the Agency; establishes performance requirements and development goals in order to improve performance, including coaching and training; and takes disciplinary action in accordance with Agency policies and procedures.
  • Interprets and documents pertinent labor contract provisions, charter and administrative code provisions, civil service rules, annual salary ordinances, departmental rules and other documents governing employee's pay and benefit rights; provides written and oral explanations to management, union officials and employees.
  • Prepares and directs the preparation of reports, memoranda, and correspondence; Prepares reports by compiling summaries of earnings, taxes, deductions, leave, disability, and nontaxable wages. Maintains payroll information by directing the collection, calculation, and entering of data thru various modes of timekeeping (punch time, mobile time reporting and interface time reporting from 3rd party systems). Provides payroll information by answering questions and requests. Maintains payroll guidelines by writing and updating policies and procedures.
  • Creates presentations/conducts New Employee Orientation.
  • Participates in conferences and staff meetings relating to departmental activities, civil service rule changes and new procedures to improve payroll operations; attends and participates in meetings regarding electronic data processing and its application to payroll and personnel operations.
  • Confers with the Controller's office, departmental representatives, Health Service System and Retirement System in connection with the interpretation and application of various laws, codes, rules, accounting controls and other matters pertaining to payroll operations.
  • Participates in and provides support and knowledge in the development and implementation of upgrades to eMerge (PeopleSoft 9.2) payroll system, Trapeze Time Keeping, Kronos Workforce Ready and Primavera Time Control System. Prepares and provides feedback to management regarding progress, status, and issues.
  • Coordinates the delivery of payroll data; develops performance measures; and manages productivity to improve SFMTA Payroll operations and services; participates in the identification, analysis and resolution of problems, issues and conflicts.
  • Performs other related duties as assigned.

Qualifications


MINIMUM QUALIFICATIONS:

1. Possession of a baccalaureate degree from an accredited college or university; AND

2. Five (5) years of experience in preparing and maintaining detailed and complex payroll and personnel records and reports of which three (3) years must include supervisory experience.

Substitution: Additional qualifying experience may be substituted for the required education on a year-for-year basis. One-year (2,000 hours) will be considered equivalent to thirty (30) semester units/forty-five (45) quarter units.

DESIRABLE QUALIFICATIONS:

  • Degree in Business Administration or Financial Accounting.
  • Extensive experience using PeopleSoft Time and Labor and Payroll Job Data software.
  • Knowledge and familiarity with interpreting and implementing of pay and benefits provisions of Collective Bargaining Agreements (CBA) and Memoranda of Understanding (MOU).
  • Excellent judgment in handling confidential payroll/personnel issues appropriately and sensitively.
  • Ability to meet constantly changing deadlines; juggle multiple competing priorities/assignments simultaneously.
  • Attention to detail.
  • Ability to positively face difficult situations, challenges and deadlines.
  • Ability to communicate clearly and concisely both orally and in writing.
  • Ability to work independently and as a member of a team by leading and directing a large payroll staff.
  • Proficient in Microsoft applications such as Word, Excel, Access, and Outlook.
