    This position is located in the Architect of the Capitol (AOC), Office of the Chief Operating Officer, Superintendent, House Office Buildings (HOB), Assistant Superintendent, Client Services Division, Labor and Custodial Branch, Night Labor and Custodial Section. The Night Superintendent serves as the Assistant Night Building Superintendent and assists with overseeing and supervising the night labor and cleaning forces and responds to any concerns that occur in the administration of the HOB.


    Responsibilities

    Night Tour of Duty: Monday through Friday, 10:00 PM - 6:30 AM

    Hours May Change Due to Operational Needs of Management

    • Manages and oversees the operations of the labor and cleaning work performed by the night shift. Plans maintenance and cleaning operations. Advises on the need for maintenance and replacement of existing equipment. Develops long and short term housekeeping and maintenance project schedules and plans associated work.
    • Prepares budget estimates for supplies, equipment and labor costs for night workforce operations. Provides information for preparation of long range annual budget and project reports.
    • Reviews projected work and resource schedules and status reports submitted by subordinate supervisors to ensure work is completed as scheduled. Adjusts schedules and resources as required to meet projected schedules.
    • Provides professional leadership and administrative direction through subordinate supervisors and team leaders. Outlines overall responsibilities, makes assignments, sets priorities and provides technical and administrative advice and assistance as required. Resolves complaints and grievances within scope of authority and refers others to higher authority with appropriate recommendations.
    • Maintains effective communications with subordinates to ensure a mutual understanding and support of policies, procedures and other management initiated actions; seeks suggestions from employees; and ensures participation in mandatory training. Advocates actions to provide for employee career growth as well as skills enrichment through continual training.
    • Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Works with executives, management, subordinate supervisors and team leaders to ensure that high standards are maintained.
    • Utilizes a through knowledge of and complies with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas. Provides or receives training, either on the job or through classroom training, to ensure that required Personal Protective Equipment (PPE) is utilized. Routinely checks to verify that subordinates are using all required PPE.

    Candidates for the GS-10 grade level must have at least 52 weeks of specialized experience equivalent to the next lower GS-09 grade level in the Federal service.

    Specialized experience must include the following: (1) Overseeing and supervising labor and cleaning work operations; (2) Preparing budget estimates for supplies, equipment and labor costs for labor and custodial workforce operations; (3) Evaluating records and reports on work progress, costs, equipment, and staff resources; and (4) Ensuring compliance with Occupational Safety and Health Administration (OSHA) safety rules and regulations.
