The Division of Correctional Health Services (CHS) of the New York City Health and Hospitals Corporation is responsible for the delivery of medical and behavioral health care, social work services, discharge planning and reentry services 24-hours a day, 7-days a week. CHS is a national leader in the delivery of health care to the justice-involved population and works continuously to improve access to, and quality and continuity of, care within the jail system. NYC HEALTH AND HOSPITALS CORRECTIONAL HEALTH SERVICES Under the direction of the Associate Director of Pharmacy, the Building Assistant Director is responsible for the 24 hour day to day management, staffing and coordination of several decentralized satellite pharmacy operations. The Pharmacy Assistant Director -Buildings assures the timely delivery of quality pharmaceutical services and compliance with policies/procedures and applicable pharmacy, governmental and accrediting agency standards and regulations. They work in conjunction with other members of the CHS health care team to assure the provision of quality pharmaceutical services and health care to the patient population. ORGANIZATIONAL RESPONSIBILITIES: (Denotes Key ADA Elements of Position) 1. Directly coordinates the day to day operations of the satellite pharmacies under their jurisdiction with regards to staffing, work assignments, efficiency, consistency and quality. 2. Oversees both the clinical and technical supervision of the non-exempt pharmacy staff. Makes recommendations for promotion, discipline, termination, corrective training, or other personnel action. 4. Acts as liaison with the institutional command of the Department of Corrections (DOC) with regard to pharmacy institutional administrative problems. This is done in conjunction with the facility Health Services Administrator. 5. Implements and monitors policies, objectives, goals and standards of the department. Assists in the planning, development, evaluation and problem solving of current and new programs, policies, procedures, staffing levels and expansion of services. POSITION DESCRIPTION PHARMACY ASSISTANT DIRECTOR - BUILDINGS 6. Provides on site guidance and direction to professional pharmacy, medical, mental health, nursing and dental staff with regard to clinical activities including problem orders, appropriate drug use, difficult therapies, drug information and controlled substance accountability. 7. Disseminates information to pharmacy staff, such asnew or revised policies and procedures. Plans, develops and conducts in-service education programs for supportive and professional staff. 8. Assists in the maintenance and trouble shooting of the pharmacy computers, Pyxis, ID Where inventory and temperature monitoring systems, programs and equipment. 9. Assists in the identification, data collection and monitoring of both performance and quality assurance indicators. Provides feedback as to the effectiveness of established systems and makes recommendations for change and improvement. 10. Assures that par levels are established and maintained. Assures that adequate inventory levels of drugs and supplies are maintained in the satellite pharmacies and packaging. 11. Oversees preparation of pharmacy satellites for all audits, surveys and inspections including necessary record keeping, policy review, and physical plant upkeep. 13. Assumes system-wide (Rikers and borough houses) responsibility for all pharmacy operations for the week when on-call during evenings, weekends and holidays. 1. Assists other associates where needed. 2. Is responsible and cooperative with fellow pharmacy managers, health care team associates, and Department of Correction personnel. 3. POSITION DESCRIPTION PHARMACY ASSISTANT DIRECTOR - BUILDINGS A. Recognizes, accepts, and respects people as individuals. MINIMUM EDUCATION AND EXPERIENCE: 1. Registered Pharmacist, State of New York with current licensure. 2. B.S. in Pharmacy required; Master's Degree or Pharm.D. Degree preferred. 3. Four years of satisfactory full-time experience as a Registered Practicing Pharmacist,of which at least two years shall have been in an administrative, managerial and supervisory capacity in Pharmacy in a hospital, health or medical facility; or, 4. A satisfactory equivalent combination of education, training and experience. CONTACT (PATIENT AND PUBLIC): Routine contact with inmates, other Health and Hospital employees, PAGNY employees, the Department of Correction, NY State Corrections Health Care, NYC DOHMH, as well as various pharmaceutical vendors and outside agency auditors and regulatory inspectors (DEA, CSTAT, NCCHC, NYC DOHMH, NYS Board of Pharmacy, etc.). WORKING CONDITIONS: Pharmacy, clinic/infirmary areas and storeroom located in a jail setting. Frequent walking (sometimes long distances), sitting, standing, reaching and bending. Travel between all correctional facilities on and off Rikers Island is required. Temperature control and ventilation is highly variable through out the jail campus. PHYSICAL REQUIREMENTS: Principally classified as medium duty work with frequent travel/walking between facilities. May be required to help push and/or pull medication carts weighing up to 600 pounds down long hallways and lift up to 35 pounds on occasion. REPORTS TO: DIRECTOR OF PHARMACY DEPARTMENT: PHARMACY 1. POSITION SUMMARY:
3. Trains, instructs, monitors and evaluates staff in the performance of their responsibilities on an ongoing basis to assure staff is competent in all skills and processes required for their job title and provides appropriate feedback. Maintains accurate, accessible, up to date records of audits of staff's skills. Evaluates staff formally on an annual basis.
12. Provides supervision for the pharmacy packaging, sterile preparation and manufacturing programs both centrally and in the satellite pharmacies.
INTERPERSONAL SKILLS:
2. Possession of current New York State Pharmacy license; and,
3. Four years of satisfactory full-time experience as a Licensed Practicing Pharmacist, of which at least two years shall have been in an administrative, managerial and supervisory capacity in Pharmacy in a hospital, health or medical facility; or,
4. A satisfactory equivalent combination of education, training and experience.
