Job Description

Summary of position: This full-time position reports to the Director of Reentry and Community Partnerships. The Assistant Director supports the Director in supervising the program’s outreach services, including within the facilities and in the community.


Responsibilities Include:


  • Manage OTP services and provide clinical care to patients with substance use disorders in facilities not traditionally served by the OTP.
  • Provide training to patients, clinical staff, and security staff on naloxone administration for overdose prevention, including housing area-based training.
  • Follow up with and counsel patients who have had a suspected overdose during their incarceration.
  • Receive and respond to incoming OTP referrals via electronic health record (EHR).
  • Verification of community methadone or buprenorphine treatment plans.
  • Manage schedule for OTP patients in facilities not traditionally served by the OTP.
  • Serve as OTP representative during clinical leadership and/or warden’s meetings for various facilities.
  • Collaborate with a multidisciplinary health care team as needed to ensure quality patient care.
  • See patients in housing areas when necessary.
  • Assist with reentry planning for patients on methadone and buprenorphine.
  • Assist in ensuring compliance with NCCHC accreditation policies and procedures, including policies and procedure for dispensing opioid agonist therapy with methadone and buprenorphine.
  • Assist in preparation for NCCHC program audit every three years.
  • Assist with implementation of quality improvement projects.
  • Assist in training substance use counselors in all aspects of program function.
  • Perform other duties as requested by the Director of Reentry and Community Partnerships, medical director or chief of service.


Department Preferences:

  • Excellent interpersonal communication skills (written and verbal).
  • Ability to work collaboratively with other disciplines, including DOC staff.
  • Knowledge of harm reduction and substance use treatment landscape in the community.
  • Proficiency in using Microsoft Word, Excel, and Outlook.
  • Proficiency in Spanish preferred, but not required.

    Qualifications:
  • Bachelor’s Degree preferred.
  • High School Diploma w/ significant experience in substance use treatment, supervision & administration may be considered.
  • Must hold current NYS Credentialed Alcoholism and Substance Abuse Counselor (CASAC).
Minimum Qualifications

1. A Master’s degree from an accredited college or university in Healthcare, Hospital, Public or Business Administration, Industrial/Organizational Psychology, Organizational Behavior or a related discipline and three (3) years of full-time experience planning, developing and monitoring programs, systems and/or procedures in support of administrative management initiatives, one (1) year of which must have been in a responsible managerial or supervisory capacity; or
2. A Baccalaureate degree from an accredited college or university in disciplines, as listed in “1” above and four (4) years of full-time experience, as outlined in “1” above, two (2) years of which must have been in a responsible managerial or supervisory capacity; or
3. A satisfactory equivalent combination of education, training and/or experience.
