    DutiesSummary

    The Office of the Deputy Commissioner, Systems directs the conduct of systems and operational integration and strategic planning processes, and the implementation of a comprehensive systems configuration management, database management and data administration program. The Chief Information Officer (CIO) participates as a member of the Federal CIO Council, and is the focal point for SSA's application of the Clinger-Cohen Act IT management reforms.


    Responsibilities

    The Assistant Deputy Commissioner for Systems (IT Modernization) is the agency's lead executive responsible for all aspects of SSA's Information Technology (IT) Modernization efforts to create a modern technology platform on which the agency can build streamlined workflow systems that can realize the innovations of business partners. Under the direction of the Deputy Commissioner for Systems, the incumbent provides technical vision and guidance in rebuilding agency core systems using modern design techniques that: enhance the customer experience; better focus agency IT workforce to future needs; and reduce IT and other operating costs by adopting more modern technologies (such as artificial intelligence, predictive analytics, mobile and cloud). The incumbent ensures a successful delivery of modern business process platforms to improve the agency's ability to respond to changing user needs rapidly and at a manageable cost.

    The ADC has end-to-end accountability, and associated decision authority, to deliver IT Modernization products. Through a lean Program Management Office (PMO) team with key resources from the agency's systems and business, the incumbent oversees the functions required to execute the IT Modernization Plan, and ensure that the decisions and direction of IT Modernization, along with potential impacts on other programmatic areas, are well communicated throughout execution.

    The Assistant Deputy Commissioner develops and implements management oversight of domain governance. At the domain and project levels, s/he ensures integration with the Program Management PMO on the use of applicable agile process, design, development, testing and implementation governance on a day-to-day basis and conveys top-level guidance to operational levels. Additionally, the incumbent provides executive governance to all Business and IT Domain Teams in key areas including: Communications, Disability, Title II, Title XVI, Earnings, Enumeration, Infrastructure, and Data. Additionally, the ADC is responsible for managing the learning and discovery, developing, testing, pivoting, and iterating to get Domain Team product deliveries to completion.

    In order to be considered minimally qualified for this position, candidates must have had responsible professional experience at a senior level (equivalent to the GS-15 in either the General Schedule (GS) or a comparable pay plan).

    QualificationsAs a basic requirement, applicants MUST demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under Executive Core Qualifications and Mandatory Professional/Technical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations. Failure to meet this basic qualification requirement and all executive and technical qualification factors automatically disqualifies an applicant.

    You must clearly show that you possess the experience and leadership competencies to perform the duties of an executive. To be considered for this position, all applicants must address the Mandatory Professional/Technical Qualifications (MTQ) and the Executive Core Qualifications (ECQ) listed below in the application documents you submit.
