Agency Information:The Kansas Corporation Commission (KCC) currently has a vacancy for an unclassified Applications Developer for the Conservation Division Central Office, Wichita, Kansas. The KCC is a multi-faceted agency responsible for regulating public utilities including electric, natural gas, telecommunication and water companies as well as motor carriers, oil and gas pipelines and oil and gas natural production activities. The Commission’s headquarters is in Topeka with the central Conservation office in Wichita and four Conservation district offices located in Dodge City, Wichita, Chanute and Hays.

Compensation: $55,000-$62,000 Annually- Salary can vary depending upon education, experience, or qualifications.

ResponsibilitiesPrimary Application Development and Support for:- Conversion of multiple staff developed Access database applications
- Spill Database integration and interface
- RDBMS
- Workflow needs in OpenText document management system
- Backup application support for KOLAR
Qualifications- Education:
- Degree in a related Information Technology field or three to five years hands-on job experience.
- Minimum Qualifications:
- Minimum three years of web application development, application data management or database design. Prior history of experience with programming languages, server environments and end user support preferred. Experience in coding, testing, debugging, and documenting application programs.
- Required Skills and Abilities:
- Ability to clearly, effectively and respectfully communicate in a business environment. Ability to establish and maintain working relationships with agency supervisors and colleagues, business associates, and state officials. Possess independent thinking and problem-solving skills. Analytical thought is necessary to deal with the magnitude of complex data. Manage and utilize resources available to complete projects.
- This developer will use prescribed methods and tools to develop, enhance, and document program code in various languages to include but not be limited to VBA, PL/SQL, SQL, HTML 5, CSS 3, Bootstrap, JavaScript, jQuery, PHP, etc. Applications and procedures will adhere to standards and security practices of the IT Department and the agency.
- Demonstrated knowledge and application of system design and development principles, project management methodologies, and data management principles.
- Ability to exercise good judgment and quickly assess situations and propose potential solutions.
- Strong problem solving and creative skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
