ESSENTIAL FUNCTIONS/JOB TASKS: (Reasonable accommodations will be made to enable individuals with disabilities to perform the essential functions)
- Generate approximately 1,500 water & sewer invoices per month using the City's billing software, including converting monthly meter reading results to invoices
- Perform initial liaison services with Havre de Grace citizens regarding water & sewer invoice discrepancies
- Coordinate ad-hoc meter reading with the Department of Public Works in response to citizen complaints and property transfers
- Develop payment schedules for citizens with water & sewer accounts in arrears based upon specific written criteria provided by the Department Director
- Generate turn-off notices for delinquent water & sewer accounts
- Ensure water & sewer receipts are posted to the correct account
- Reconcile monthly water & sewer billing and collection data with amounts recorded in the City’s general ledger
- Assist with tax billing & collection, accounts payable, and payroll processing, cashier, and receptionist as needed
- Performs other duties assigned

Knowledge, Skills and abilities:
- Must have the ability to interact in a positive way with the public, especially in difficult or sensitive situations.
- Ability to work with mathematical concepts such as probability and statistical inference.
- Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists
- Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
- Working knowledge of methods used to maintain fiscal accounts and records.
- Knowledge of business and government accounting principles.
- Ability to operate a personal computer in a Windows operating environment, including functionality in Microsoft Word and Excel
- Ability to work as a member of a team.
- While performing the duties of this job, the employee is regularly required to sit, use hands to type, handle tools, or controls; and communicate orally and in writing. The employee frequently is required to reach with hands and arms. The employee is occasionally required to stand and walk.
- The employee must occasionally lift and/or move up to ten (10) pounds
Education and Experience:
- Associates Degree (A.A) in business related field. Two (2) years' experience in pertinent accounting or finance may be substituted for each year of education.
