The Access Control Specialist is a critical role within the Department of Public Safety (DPS). Under the direction of the Enterprise Security Services & Solutions Manager, The Access Control Specialist is a non-uniformed (plain clothes) and unarmed position responsible for facilitating in the administration and maintenance of various access control, and alarm systems. The Access Control Specialist will also be responsible for developing and maturing this DPS component to include physical security strategies, asset protection, loss prevention, access control, CCTV and identifying gaps in controls, processes, and policies.
The Access Control Specialist will work in all aspects of the Casino and Tribal Government Access Control to include creating DSX workstation profiles, programming access levels, creating time zones, holiday schedules, system maintenance and replacement, equipment repair scheduling and maintenance programs involving shops and vendors in multiple locations and the planning, procurement and access control processes.

Essential Duties & Responsibilities

1. Takes active role in the development, planning, and management of processes and practices for new security functions to ensure alignment with San Manuel business, community goals and objectives.

2. Takes active role in the development and implementation of a robust physical security function for the enterprise, housed within the Department of Public Safety.

3. Responsible for the management of the Enterprise electronic access control database.

4. Researches new and/or updated physical security information including, but not limited to products, protocol and standards, presenting solutions to management.

5. Develop work techniques and ensures the Enterprise’s compliance with established professional standards, directives, approved procedures and policies, applicable federal and state regulations along with Tribal ordinances and all Indian gaming related regulations.

6. Promptly and accurately identify situations; quickly adopts prompt, effective and reasonable courses of action with due regard to the circumstances. Handles access control questions and complaints.

7. Manage the DSX Mobile Workstation for after-hours diagnostic, system repairs or reset.

8. Enact user accounts for multiple information systems through granting, provisioning and de-provisioning of identities and access accounts in accordance with applicable policies, procedures, laws, regulations and accreditation standards.

9. Manage vendor’s activities for emergency repairs of DSX/SQL system, after hour’s system failure, troubleshooting hardware and equipment issues, returning access control/alarm system to proper operating condition.

10. Takes active role in the development, planning, and management of processes and practices for new security functions to ensure alignment with San Manuel business, community goals and objectives.

11. Perform other duties as assigned to support the efficient operation of the department.

12. Other responsibilities, duties, tasks and assignments that contribute to the mitigation or response to the COVID-19 public health emergency

Education/Experience/Qualifications

  • High School diploma or GED required.
  • Related fields include: Electronics, electronics technology, design, theory and practical application of locks, door hardware, and electronic access control systems. For exceptionally qualified individuals, security management.Must have verifi
  • able experience in application of physical security strategies to include CCTV, access control systems, security protocols, loss prevention, and physical security system design.
  • A Physical Security Professional (PSP) Certificate is preferred.
  • Must have at least one (1) years recent experience working with various electronic access control systems, alarms and/or CCTV systems.
  • Must have at least three (3) years recent experience in a public or private sector security related position.
  • Thorough knowledge of the principles and practices of various types of physical security to include user identity and access accounts and controls; automated identity access management systems and their functional requirements;
  • Thorough knowledge of policies, procedures, laws, regulations and accreditation standards applicable to identity and access management;
  • Knowledge of California Gaming Standards is preferred.
  • Knowledge of the San Manuel Band of Mission Indians Tribal Government is preferred.
  • Excellent customer service skills.
  • Experienced in developing, planning, implementing, and assessing electronic access control (EAC), CCTV and other various physical security systems.
  • Ability to read and understand blueprints and schematic diagrams.
  • Knowledge of the security industry and developed relationships with a variety of security professionals is highly desired.
  • Very strong organizational, communication, and project management skills required.
  • Must be able to read, speak, and write intelligently in the English language.

Certificates/Licenses/Registrations

  • At the discretion of the San Manuel Tribal Gaming Commission you may be required to obtain and maintain a gaming license.
  • A qualified candidate/employee must have a valid driver’s license with an acceptable driving record as determined by the insurance carrier.
  • Employee must pass a drug screening test issued by a SMBMI authorized vendor.
  • Must participate in mandated in-service training.
  • Must be able to comply with all current requirements set forth by the California Bureau of Security and Investigative Services (BSIS) for Armed Security Officers within 120-days of employment.
  • Must successfully pass BSIS courses in Powers of Arrest and Firearms Certification. Responsible for maintaining a valid BSIS Guard Card and Firearms Permit. Firearms must comply with the DPS firearms policy.
  • Employee must pass a psychological examination issued by a SMBMI authorized vendor.
