Position DescriptionRedhorse Corporation is looking for Subject Matter Experts to provide specialized technical and staff support for the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)) Battlespace Awareness and Security Programs (BASP), Military Intelligence Program and Security Resources (MSR) Directorates, Director for Defense Intelligence (DDI) Intelligence and Security and Programs and Resources (ISPR) Headquarters (HQ) and the Intelligence, Surveillance and Reconnaissance Enterprise Capabilities (ISREC) Directorate. The work location for these positions is at the Pentagon Arlington, Virginia; Crystal City, Virginia; and/or other government sites within the National Capital Region. Duties and Responsibilities for the Airborne ISR (AISR) Collections Support SME include:
  • Shall support AISR systems, programs, technologies, infrastructures, architectures, and policies primarily by providing technical and programmatic expertise and documentation support.
  • Provide analysis of programmatic, financial, and technical information.
  • Write reports and technical papers.
  • Prepare briefing materials, performing technical assessments.
  • Draft programmatic and budgetary documentation.
  • Prepare written and verbal responses to external inquires.
  • Facilitate General Accounting Office and Inspector General audits; and preparing public affairs releases.
  • Be responsible for authoring, coordinating, staffing and de-conflicting CDAs; author Congressional reclamas, statements of administrative position and shall support the development and briefing of unmanned and manned AISR products.
  • Support low- to mid-level assessments of ISR capabilities to include aircraft comparisons, sensor / phenomenology comparisons, and communications capabilities comparisons and will lead the sensor interoperability IPT. This work shall also include OUSD(I&S) airborne collections representation to the DoD Chief Information Officer (CIO) led Joint All-Domain approach to C2 (JADC2) in support of its efforts to assist the Services in the development of doctrine, organization, training, material, leadership and education, personnel, facilities, and policy to enable globally integrated operations to achieve operational superiority.
  • Assist in review tasks involving intelligence support to Major Defense Acquisition Programs (MDAP); reviewing intelligence mission data / life-cycle signature support plans (LSSP), currency and adequacy of System Threat Assessment Reports (STAR) to ensure known and projected threats are considered in the proposed development and procurement efforts addressing Combatant Commander requirements.
  • Assist in the review of mission related PPBE acquisition actions as well as assist in the review of JCIDS processes, to ensure capabilities developed in the PPBE process meet the warfighting requirements articulated in the JCIDS capability needs processes.
Minimum Basic Requirements for Skills, Experience, Educations and Credentials include:
  • An active Top Secret security clearance with current Sensitive Compartmented Information (SCI) eligibility is required for this role. Jobseekers who do not possess an active Top Secret security clearance with current SCI eligibility will not be considered.
  • Bachelor's degree with 15 years of experience of which a minimum of six years must be specialized in systems design and analysis, functional requirements analysis, or modeling with emphasis on the following:
  • Knowledge in the Joint Capabilities Integration and Development System (JCIDS) process
  • Expert knowledge of the major Intelligence Surveillance and Reconnaissance systems, programs, and initiatives, across the DoD and National Intelligence Community
  • Expert knowledge of Unmanned Aircraft System (UAS) ISR architecture including platforms, sensors, datalinks, and the associated data processing.
  • Technical expertise in the intelligence disciplines of SIGINT, GEOINT, IMINT and MASINT
  • Experience in the defense acquisition management system and DoD Inst 5000.2
  • Knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE) system
  • Expertise in the functions of the OSD and its relationship to Services, the Joint Staff, the Unified Commands, ODNI, and other intelligence communities
  • Expertise in providing analysis of operational, programmatic, financial, and technical information; writing reports and technical papers; preparing briefing materials; drafting programmatic and budgetary documentation.
  • Expertise in senior level communications, skilled in briefing senior officials and staffs across DoD: OSD, Joint Staff, Combatant Commands, Combat Support Agencies, Services, and offices external to DoD: State Department, Congress, and Industry
  • All coursework completed for DAU Program Management Level I (certification not required) • Master's degree and/or former military preferred.
  • Education substitution: Associate degree plus two years of experience or four years of experience
