Job Description
POSITION: Administrator DEPARTMENT: Health SALARY: $2851.54 Bi-weekly DUTIES:Supervises and directs assigned personnel, including interviewing applicants, making hiring decisions, planning/making work assignments, providing training and corrective instruction, evaluating performance, and maintaining discipline. Assists Health Officer in establishing and implementing short term and long-range department goals and objectives.Assists with departmental strategic planning and related initiatives including reorganization efforts and staff realignments. Administers department operations, including implementing personnel policies and procedures, developing and coordinating new programs, and resolving problems and conflicts as needed. Develops priorities and establishes long range goals for department. Ensures compliance with governmental requirements on all required records including HIPAA, medical records confidentiality and general public distribution in accordance with applicable statues. Collaborates with state and federal agencies and voluntary groups to develop effective measures for management of public health problems. Develops new public health services as warranted by needs assessment, using the framework of the core functions and the Institute of Medicine’s ten essential services of public health. Secures consultative, technical, and professional services available at local, state, and national levels, including universities providing health professional education. Analyzes county health needs by utilizing demographic and other statistical data. Performs special studies or surveys as indicated. Enforces laws, ordinances, orders, rules, and regulations of the local and superior boards of health, ensuring proper enforcement of all governmental laws/ordinances, regulations, administrative rules and statues concerning public health issues and services. Monitors changes in legal requirements, drafting in processes, procedures and appropriate ordinances to ensure compliance. Conducts regular staff meetings with department personnel, including preparing meetings agendas. Maintains frequent communication with County Health Officer discussing problems and programs. Serves as department liaison to various agencies, groups, and the media, including issuing news releases as needed. Attends various meetings as department representative. Acts as Incident Commander in accordance with the National Incident Management System (NIMS). Acts as Public Information Officer for the Health Department. Participates in preparedness training and exercises as needed. Prepares a variety of periodic and annual reports as required by law. Seeks additional grants for new program. Secures and maintains grant funding for various current programs. Prepares and administers annual department budget. Acts to protect the public’s health during a time of natural or human initiated disasters. Responds to assist and coordinate public health emergencies including all public health emergencies and infectious disease disasters and outbreaks including pandemic response. Serves on 24-call for emergencies, and responds to emergencies from an off duty status. Performs related duties as assigned. JOB REQUIREMENTS:Baccalaureate Degree in life science/health science or business administration, or related area with previous supervisory experience, or equivalent combination of education and experience. Masters degree preferred. Must be at least 21 years of age. Thorough knowledge of goals and objectives of the department and of federal, state and local laws and regulations governing department activities, with ability to ensure compliance with legal requirements. Ability to write grants request and prepare and administrator department and grant budgets. Working knowledge of and ability to properly use standard office and food and water testing equipment, including computer, typewriter, telephone, and calculator. Ability to work on several tasks at the same time and complete assignments effectively amidst frequent distractions and interruption, often under time pressure. Ability to effectively communicate orally and in writing with co-workers, other County departments, various state and federal agencies, Board of Health, public health organizations, County Commissioners and Council, and the public, including being sensitive to professional ethics, gender, cultural diversities, and disabilities. Ability to provide public access to or to maintain confidentiality of department information and records according to State requirements. Ability to understand, memorize, retain, and carry out written or oral instructions and present findings in oral or written form. Ability to comply with all employer and department policies and work rules, including, but not limited to, attendance, safety, drug-free workplace, and personal conduct. Ability to occasionally work extended, evening, and/or weekend hours, and travel out of town for training and meetings, sometimes overnight. Ability to serve on a 24 hour call and respond swiftly, rationally and decisively to emergency situations. Possession of a valid driver's license and demonstrated safe driving record.
