You will serve as an Administrative/Technical Specialist (Contract Specialist) in the Contracts Department of NAVSURFWARCEN IH DIV.

This position is within the Warfare Demonstration Project. The NT-04 pay band encompasses the GS-11/12 pay grades.

The NT-05 pay band encompasses the GS-13/14 pay grades. This position is not high grade, therefor the salary is limited to the GS-13 step 10 grade level.


Responsibilities
  • You will serve as a Contract Specialist in the Contracts Department
  • You will award and administer a wide range of contract actions, including: Simplified Acquisitions, Firm Fixed Price, Cost-Reimbursable, Professional and non-Professional Services, Construction, Architect and Engineering, and Facility Support.
  • You will manage all aspects of the functional area of contract management
  • You will administer contracts through close-out, assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties.
  • You will be required to interpret regulations and policies imposed by higher organizational levels
  • You will prepare and issue requests for proposals, request for quotes, evaluate proposals, develop business case decisions for award and develop award documentation.

    NT-05 Minimum Qualifications:

    In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-4 (GS-11/12 equivalent) in the federal service or equivalent experience in the private or public sector performing as a professional contract specialist developing solicitations and contract documentation through award (e.g. solicitations, cost analysis, price analysis, negotiations, contract award, and close-outs) to ensure compliance with established policies and regulations for the acquisition of services, materials, supplies or construction.

    NT-04 Minimum Qualifications: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band NT-03 (GS-9/10 Equivalent) in the federal service or equivalent experience in the private or public sector as a professional contract specialist analyzing contract documentation (cost and price analysis, negotiations, close-outs, etc.) to procure services, materials, supplies or construction

    OR Have successfully completed a Ph.D. or equivalent doctoral degree.

    OR Have successfully completed three full academic years of progressively higher level graduate education

    OR Have a combination of specialized experience and graduate level education that equates to 100%.

    Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

    A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

    NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

    Substitution of Education for Specialized experience may be applied to the NT-04 position as follows:

    OR Have successfully completed a Ph.D. or equivalent doctoral degree.
