DEFINITION:

Under general direction, plans, coordinates, leads, and administers program, interdepartmental projects, contracts, events and complex studies; acts as representative of the Indio Water Authority both within the organization and in the community and region; provides support and interaction with City Council; plans, organizes and supervises the work of subordinate staff; performs other related duties as assigned.




DISTINGUISHING CHARACTERISTICS:

The Administrative Services Manager position is the supervisory level classification in which incumbents are expected to independently perform the full scope of assigned duties, Incumbents assist the IWA General Manager by managing major programs, including short and long-term planning and goal development; prepares program budgets; and analyzes, develops and documents procedures and controls related to assigned functions.
Duties: SUPERVISION RECEIVED/EXERCISED:

Receives management direction from the IWA General Manager. Exercises direct and indirect supervision over assigned subordinates.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

  • Plans, coordinates, and directs the City's public information function; manages special projects as assigned; conducts studies of organizational, administrative, and operational issues; analyzes legislation; prepares and presents reports and recommendations; demonstrates an understanding of applicable policies, procedures, and work methods associated with assigned duties.

  • Performs analysis and review of administrative, financial, and operational systems as assigned; complies and interprets statistical and financial data, conducts studies and surveys.

  • Assist in the development and implementation of departmental, interdepartmental, and citywide goals, objectives, policies, program, and procedures.

  • Hires, trains, assigns and reviews work; establishes work schedules, initiates corrective and/or disciplinary action; responds to grievances; initiates termination following established personnel policies and procedures and in consultation with Human Resources.

  • Researches, prepares and presents reports to the City Council, Commissions and the community, including power point presentations.

  • Monitors state and federal legislation that impacts city operations and the community.

  • Serves as liaison with employees, public and private organizations, community groups, and other organizations; provides information and assistance regarding assigned projects, programs, and service areas.

  • Attends staff, City Council and/or Commission Board meetings as assigned; assists in the preparation of the City Council Agenda.

  • Technical supervision over staff on a project basis from city wide property consolidation, to interagency property acquisitions, budget and finance activity, and negotiations with outside agencies.

OTHER DUTIES: (include but are not limited to the following)


  • May develop Request for Proposals and see them through the hearing process; assists in screening, interviewing, and selecting consultants; coordinates the final hiring process.

Qualifications: QUALIFICATIONS: (The following are minimal qualifications necessary for entry into the classification.)

Education and/or Experience:

Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for an Administrative Services Manager. A typical way of obtaining the required qualifications is to possess five years of progressively responsible administrative, analytical and technical experience, two of which include the supervision of assigned staff, and a bachelor's degree in business administration, public administration, accounting, or a related field. A Master's degree in Public Administration or a related field is highly desirable. Must have prior experience involving analysis of citywide issues and administration of projects with citywide impacts.






License/Certificate:

Possession of a valid Class C California driver's license.

Skill to:

Operate standard office equipment including a computer and variety of word processing, spreadsheet, and other software applications.
