Job Duties and Responsibilities

Manages departmental grant funding from the application process through the final closeout of award. Reviews and approves expenditures to ensure compliance with university, state and federal policies and regulations. Provides guidance and direction of internal procedures and controls. Assists with problem resolution. Interacts and coordinates with departmental staff to develop financial projections for the component, identifying fiscal risks and opportunities. Coordinates and produces financial, budget, and other special reports, proposals, and analyses for management and division directors, to include monthly financial statements and/or funds distribution reports. Reviews and approves expenditure documents for budgets monitored by this position. Develops and implements systems and processes to establish and maintain records for the operating unit. Participates in development, implementation and maintenance of policies, objectives, short-and long-range planning; develops and implements projects and programs to assist in accomplishment of established goals. Participates in the development and implementation of policies and procedures consistent with those of the organization to ensure efficiency. Performs miscellaneous job-related duties as assigned.

Classification Summary

Performs moderately complex accounting activities relating to the maintenance of a complete and accurate general ledger and the resultant managerial reports and financial statements.

Classification Standard Duties

Analyzes and reviews budgets and expenditures for local, state, federal, and private funding, contracts, and grants ensuring compliance with fiscal accountability and reporting and funding requirements. Monitors and reviews accounting and related system reports for accuracy and completeness; prepares and reviews budget, revenue, expense, and payroll entries, invoices, and other accounting transactions. Analyzes revenue and expenditure trends, recommends appropriate budget levels, and ensures expenditure control. Advises and interprets policies to faculty, staff, and outside persons such as vendors, funding source representatives, and patients; explains billings and reports, and resolves related problems. Develops accounting applications; oversees the input and handling of financial data and reports for the institution’s finance and human resources systems. May participate in auditing projects, as appropriate to individual operating needs. May coordinate the preparation of regularly scheduled and special billings and financial statements for local, state, federal, and private funding sources. May prepare accounting entries for proration of indirect costs, letters of credit, salary reallocations, loan transactions, financial aid disbursements, refunds, and repayments. May develop, negotiate, and defend a unit’s operating budget and consult with management of the unit on the fiscal aspects of program planning, salary recommendations, and other administrative actions. Performs miscellaneous job-related duties as assigned.

Knowledge

Knowledge of applicable local, state, and federal regulations, and generally accepted accounting principles. Knowledge of computerized information systems used in financial and/or accounting applications. Knowledge of finance, accounting, budgeting, and cost control procedures.

Skills

Account balancing and reconciling skills.

Abilities

Ability to analyze budgetary expenditures for compliance with funding agencies’ budget, policies and procedures. Ability to communicate effectively, both orally and in writing. Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections. Ability to supervise and train assigned staff. Ability to lead, train, and functionally supervise staff and/or student employees.

Required Education

Bachelor’s degree in Accounting.

Required Experience

One (1) year of professional experience directly related to the standard duties as outlined.

Equivalency Bachelor's degree and successful completion of at least 12 credit hours of Accounting (ACCT) course work and one (1) year of professional experience directly related to the standard duties as outlined. Preferred Qualifications Required Certification/License Special Requirements

This position has been established as a primary key position under the “All Hazard Continuity of Operations Plan (COOP)” and is essential to operational continuity and/or recovery. In an emergency situation, primary key positions are required to report to work unless directed by supervisor or public safety authorities not to report for health and safety reasons.
